The only place they are illegal is the US. Be sure to look for counterfeits though. Also, you can find legal Cubans in the US, they are made from pre-embargo tobacco.

you can buy "Cuban" cigars incl. Cohiba anywhere in Latin America incl. in Honduras, however, they are all fake. If you know about cigars you can tell they are fake. Exception is at duty free shops at airports, however, there you take a risk that they are very old, dried out, and moldy. This actually happened to me a few years ago in Paris/France at the airport where I spent over $ 150. on moldy Cohiba cigars.
By the way, it is not illegal to bring Cuban cigars into the U.S. in small quantities for your personal consumption. Actually, a customer of mine brought about original Cuban cigars into the U.S. for a 2 weeks vacation here. They were confiscated by customs, however, I went with him to U.S. customs the following day (I know about customs procedures and rules), and he got them back because they made a mistake.
