If she does not want to work in the sex industry and only wants to provide genuine massages, ask her to register with local doctors and hotels who can then send her genuine customers only - not dirty old perverts.

But, will the ad. each the right people (geographically etc.) and how much will it cost.
I think the hit rate is possibly 1-2% (that is for every 100 people who see th ad then 1-2 people will buy the service) so you could work out how much this would cost, how much profit she would make from each customer and if this is viable.
There is a lack of visibility in that once she gets a customer from the ad will they continue to come back to her for repeat business.
Work out some rough figures and if it seems viable then go for it.
Massage advertisements unless very specific open up the very sleazy side of massage and in local papers and shop noticeboards it becomes very obvious where it is heading and how sleazy it is.
If her massage skills are genuine and linked to health and beauty or sports or remedial massage then providing she has Public Liability Insurance in place (in case she cause harm) she should concentrate her advertising around the health and beauty section and be very specific about what she is offering.
Word of mouth works well and offering discounted massages amongst friends and family is the best way to build this sort of business.
