a lot is missing on your options.. such as where you live, how much is your budget, and what in perticular are you looking for (scenic, busy, night crazy, etc.)
As for beautiful places to be, and a festival not too... long away. I'm going to Red River New Mexico. Its a very small quiet town where everything is walking distance, but they have amaizing gift shops, and the scenery around there is Oh My God breathe taking. If you book now you could probably score a nice cabin, or a nice RV spot for October. The Festival is "Octoverfest," not sure what it all entails, but it sounds like a delight, and fun. It's October 11th there from 6 a.m. to like 11p.m.
Goa is among the most appealing tourist’s destinations that call on people to enjoy the beauty of beaches, festivals and adventure. The land also boasts of several festivals which make it a most visited place. Goa Beaches are known for picture perfect beautiful setting that not only enchants tourists but also thrills them with several adventure sports.
How about LA. You can go to the beech to relax, but also head out to Six Flags for the water park, rides or both. There are lots of concerts too.
I would recommend a place like Thailand.
It has cheap resorts, ziplining and festivals.
Plus you can do elephant riding, white-water rafting, jungle trekking etc.
