try to have enough contacts at the destinations you are about to travel.
If she gets a notarized letter or form signed by both of her parents authorizing her to travel outside the country for a period of time, that should satisfy the authorities that she is neither a runaway minor nor are you illegally trying to take their minor out of the country (technically kidnapping I think as a minor is under the authority of her parents).
The form will be needed for the airline to board her, and by Immigration when entering any country.

Good parents should also worry about what medical coverage may be needed during the trip, as most domestic medical plans do not extend to other countries. There are sites where you can buy trip medical coverage for just the duration of the trip.
Specialty activities may require yet another medical and evacuation coverage, like what I get for scuba diving.

All airlines allow kids 15 and over to fly alone. To leave the country, anyone under 18 needs a letter of parental permission . of course, you both need passports.
ask already the consulate about special documents for minors
