What a special idea for an anniversary! It is really unique and creative.
My first choice will have to be Alaska, although I am biased as a part time resident. It hasn't been a super snowy winter in Anchorage but there will definitely be snow nearby. The most snow falls on the Chugach Range surrounding Anchorage, but also Girdwood and Valdez. Also coming in April means beating the waves of tourists that usually begin around mid-May.
I'm not sure if going out of country is an option for you, but Seitzerland is beautiful and the Alps will have snow!
Another great option would be New Hampshire and Vermont. The mountains are spectacular and judging by the recent snow storms there should be plants of snow left in April.
I think the absolute closest you could get and still have a possibility of snow would be Great Smokey Mountains NP, but it's not guaranteed. Check out conditions on nps.gov

Come to Denver. April is the 3rd snowiest month here. Even if there isn't snow in the city, there will be snow in the mountains - for example Mt Evans or Pike's Peak in Colorado Springs. There's a lot to see and do here in addition to seeing snow.
Snow isn't unusual in April but it's not that common in a lot of places during that time. Colorado and Alaska are known to have spring snow in some parts.
I'm sure some areas of Canada probably also have spring snow.
