Costa Rica is one of the most beautiful countries I have been to. I started off in Tamarindo where one of my close friends let me stay at her house. It is a cute and neat little town that has great beaches that I think you would enjoy. I remember going to a little surf shop called "Eat at Joe's" that had some great food. Tamarindo is very safe (if you are a relatively smart traveler). I traveled around the country and another great place you should go to is Arenal. The volcano is amazing and there are a lot of great places nearby. I went ziplining in the rainforest and there was a great pool area where I went with a swim up bar. When I was traveling by car, it was difficult because of the many potholes, and also because most of the roads are unpaved. Overall a beautiful, safe, warm, and lovely country that I would suggest to anyone who wants a great vacation!
Don't know about querolandia but Tamarindo and almost everywhere else is. You need to take some basic precautions like call a cab late at night instead of walking home and you will probably be fine.
