The best places to go would be the Canary Islands or Egypt. They are not too far, Canary Islands vary from a 4 hour flight to a 4 hour 30 minute flight. The hottest 2 Canary Islands are Gran Canaria and Tenerife. Fuerteventura and Lanzarote are a little cooler but still hot! You can expect the temperature to be around 25-30 degrees celsius. Note that the Canaries and known as the windy Islands, because they have a constant breeze which doesnt make the heat too unbearable. If you're wanting somewhere lively then the best resorts to stay in would be Costa Adeje and Las Americas, both in Tenerife. There is still plenty of action off of Tenerife, but these are the most lively. Egypt is a little further - around a 5-6 a half hour flight depending on where you stay. Temperatures will be around 28-30 degrees celsius. Lively resorts are in Sharm El Sheikh, there is plenty to do here and I recommend staying in Naama Bay - a very beautiful place! In Egypt you want at least a 4 star hotel. Quieter resorts are places such as Marsa Alam, Hurghada and Taba - in these places your hotel is your holiday as there isn't very much to do outside of the hotels.

I'm going to guess you are in Britain although you don't say, so you might be thinking of somewhere in or close to Europe. Try the Canary Islands like Tenerife if you are after a cheap package
Southern hemisphere. Australia had to invent another color on their TV weather maps to indicate that it was hotter than it had ever been. Over 40 degrees consistently. Rome can be hot, but probably not in February.
Look for places near or south of the equator for the greatest heat in winter. :)
