Just move to panama first and save yourself a lot of expense

Nicaragua is a lot cheaper, the people in both are wonderful and both are pretty safe places to live. Costa Rica has a lot better public services, shopping opportunities and healthcare. Nicaragua's government suffers more from corruption and the bureacracy there is more difficult to deal with.
To live: Costa Rica, without any doubt!
