Chile is a mestizo/castizo nation, with 50-60% of people of mixed ancestry. Most white people are of Spanish or Basque origin. Indigenous american people (mainly Mapuche) account for 4~5% of the population.

Naturally blond hair is very rare, about as rare as red hair; light brown is about as light as it gets. Blue eyes and very pale skin are much more common, though (although I've seen women with paper white skin but black hair and obviously indigenous traits...)
For example, Swedish radio presenter Matilda Svensson has lived in Chile for most of her life; she's blond and blue-eyed, but I'm not sure she counts, since she wasn't born here.
There are pockets of Germans and Czechs in Chile. Not light haired/eyed, but there are also a significant population of Christian Palestines here.
