Any countries like this?

I've been thinking about where I'm going to retire, and I wanted a place that has year-round growing seasons, at least mediocre cost of living and a conservative (or heading in that direction) government. Sounds like a very broad generalization, but paradise places such as Japan, Hong Kong, French Polynesia, Cuba, and even the state of Hawaii can't meet this criteria.

Japan is hardly tropical, their winters are freezing.

Anyway very few countries, if any, will give you a visa that allows you to stay permanently, especially if you don't have much money. Just chose a few countries you'd like to move to, then check the visa conditions on their Embassy websites.

Southern California or Salt Lake City Utah

Conservative government? Russia, Belarus, North Korea, Middle Eastern countries, and many more I'm sure.

Far southern Portugal meets this, already has a large contingent of UK retirees and much English language TV. Very good food, often heavy in fish, heavy into historical sites, cost of living is low.

Check out Belize or Costa Rica. No sure of the Gov't though. $10K to $15K a year to go.
