No there are hard administration costs someone has to pay, of course they are routinely bundled with paid hosting deals typically costing $4 - $9 a month.
Beware of those obscure free domain names, you may well be better off using a free subdomain name instead, Google de-indexed all 11 million .co.cc names after detecting a high level of fraud associated with thee easy to get, poorly managed domains.
If you consider the many hours you would invest into a site to make it something worthwhile, the annual cost of a domain name is trivial.

they offer free domains (com,net,org,biz,info) at no cost, no downloads and no surveys.
They don't ask for any payments. Check out the services they offer. :)
I really suggest you give them a shot. They're really new and fresh and are looking for new customers. I just got a domain from them a few days ago and it works like a charm and i didn't have to give out any personal details.

Jake is complete right. When it comes to search engines, recently I have been seeing alot of sub-domains show up on the first page of search results but rarely see those dodgy free domains show up.
You are probably better off going with webs.com or something...
