It is a for profit business although the majority of ad categories are free, which ads cost money varies depending on the city, I believe apartments for rent, job offers and some services cam be paid categories.
You do have to register an account which they monitor to limit the number of ads you can place, the conservative guide is one ad a day only in your community.
