Some country codes are three digits and some are two digits. According to https://en.wikipedia.org/wiki/List_of_co... 60 is a two digit code, so the third digit would be part of the number within the country. 60 is Malaysia.

Are you sure you're not thinking of area code? Up until 1990 or so in North America, phone numbers with 0 or 1 in the second position were area codes, so that looks like one. (They ran out, so now an area code can be other things.) If that's an area code, it links to central Mississippi.
