Pretty much the same as the U.S. or Canada unless you're on the beach (higher) or in an agricultural area (lower).
If you want A/C modern appliances and a modern house you'll spend about the same as you would up north. However you can also live "Tico" style - a simple house maybe only hot water in the shower, fans and screens for cooling, no internet, no cable TV and make it cheaper.
