I wanted to do a 3 year meditation retreat in Nepal - but they don't allow outsiders or people who aren't pretty much already monks. I want to do something like this, something that will change me and my experience - something I would be jealous of someone else doing. Any suggestions?
there are a number of such retreats throughout the world.
England has a strong Buddhist presence. Check out Buddist Temples via on-line and see what is available.
There are also retreats here in the US on the same subject, but I gather you wanted to change the environment as well.
I would not suggest Indi or Sri Lanka, but might also look at Japan or Hong Kong, but as the political climates are unstable in the 'far east' suggest starting with England.
There, they are probably more serious about that type of education.
Go to Japan and climb Mount Fiji. I think they also have a lot of temples and such you can visit in Japan. I think vising Japan is probably much safer than Nepal.
If you are really so into the Buddhist stuff why don't you become a monk?
Do charity.. buy food for the hungry kids.. If u can make a class room n teach the poor and illiterate. There are a lot of things but make sure u start soon. Someone might be waiting for u.

I don't know my suggestion will related to this or not, but our practice is less bias, less subjective judgments, and less extreme value judgments the better.
Before you find some suggestion which is good for you, you can do the following DIY at home.
This is a good example for how to react the daily events:

Go do one of those things where you go to a poor country and build houses/wells etc there with a bunch of other charitable people.
