nothing has changed in the last few years. The area in Panama bordering Colombia is a restricted area and can be entered only with a special permit. The Darien Gap is not accessible by motor vehicles.

The last time I checked the area was still impassable to motor vehicles but this may have changed in recent years. Does anyone have an answer with cited information?
