Safest, Chile and Argentina, in the opposite are Colombia, Brazil and Costa Rica, that country is "safe" but in terms of Central America, so it is not that safe. Argentina and Chile are safe as Spain, Portugal, Italy, for example.
In terms of salaries, Argentina has the highest minimum wage in the region and in second place is Chile. Easiest to immigrate to, well, I think Costa Rica because Argentina, Chile and specially Brazil are very close countries to immigration from Europe and the U.S.A.
Of course the cheapest are Colombia and Costa Rica and the most expensive in your list is Argentina, in second place Brazil, they have a lot of taxes, I think they pay taxes for breathe too, lol, and in third place is Chile, specially in other cities like Santiago. Chile used to be a very expensive country to live in and visit but nowadays it's cheap, not too cheap but just cheap.
It totally depends on what you want to do in South America and you should remember is not that easy to emigrate to some countries specially Argentina, Chile and Brazil. I'd recommend you an option you didn't put in your list, Uruguay.
panama has what is called the friendly nation visa .there is about 50 countries on it .do a google search .makes moving here fairly easy .ok country to live in .safer than those north and cheaoer than costa rica by a bunch .in fact many gringo moving here from cr because of the cost .
South america is not the same as latin america..
