There are no restrictions on shipping fruit or vegetables interstate. Wrap each chile in a paper towel or piece of newspaper to help wick off any moisture. Pack them in a cardboard box and include plenty of extra wadded up or folded paper to protect against bruising. Seal and address the box and trot it down to the post office or UPS store. Don't use plastic to wrap or cushion them because that will encourage moisture and spoilage.
