We've never particularly liked your govt, but it doesn't mean it applies to the entire population of tens of millions of Americans.
Yes, nowadays this hatred (towards the U.S. govt) has almost reached its maximum, but it still doesn't apply to the whole nation. Of course, some Russians (and many other Europeans btw) would be less enthusiastic to communicate with American commoners, but it's just some small portion of the population.
Both countries have such a particular strata of ignorant sheeple who live in virtual world, pulled over their eyes by brainwashing media, and these masses are essentially tools/fools in hands of politicians who manipulate them into wasting their time and energy (and lives) as info-cannon-fodder in cyber-wars or cannon fodder in RL wars.

Well, for example, Russian politicians still called Ukrainians as "brotherhood" nation but according sociological polls among Russians Ukrainians is on the third place in the list of "enemy nation".

By the way, often Russians called people living in US "pendosy" (rus - пендосы). That's one more evidence of Russian "love" for Americans.
Having been in Russia since 1991, I can't say anyone treats me poorly. I make new acquaintences almost every week. No one ever dispalyed dislike because I am American. Character is more important than nationality.
I only had two issues but it would not be fair to group all Russians with them would it?
I have found Russian people to be very kind and nice, they found me the same way.
