Jamaica is cheaper, but requires passport, there are all inclusive resorts and in hawaii there really isn't that option. Check cheapcarribean.com, best offers out there for all inclusive resorts and cruises.
No passports needed for hawaii, except its probably much more expensive unless you think about renting a condo, or if you join hawaiian airlines hawaiian miles club a few months in advance they send you a lot of great deals and you can earn miles to take money off your airfare and you earn miles just for searching the Internet, shopping online, booking your trip, and you can earn many miles per dollar spent.
IN my opinion, hawaii would probably be better because there is so much to see, the natural beauty is absolutley amazing plus maybe you could see more than one island, especially if you were thinking of going to maui they offer inter-island ferries between maui and lanai and maui and molokai and it is extremely safe outside your hotel or resort, in Jamaica it is advised not to leave resort areas
Reefer is plentiful in both areas too lol.

I am a woman that went to Jamaica alone in 1990, I had so much fun, thing is Jamaica is no longer safe for tourists. Too many robberies, attacks, thefts etc.
Now if you want to go and only stay inside the Hotel compound, you will be ok but going out is risky.
Is up to you. Now Hawaii just the plane ticket will be expensive unless you found a great deal already.

While I was there some guys were selling and immediately after getting the money? They would turn the buyer to Police. Then the guys would get jailed, had to pay to get out. It is a big racket, so be careful.
I personally do not smoke but seen the dealings going on, I assure you do not want to be jailed in Jamaica.

there have been many documentaries recently about what is going on down there and as the other answers have mentioned if you go you will be locked in a tourist compound ... the days of Jamaica are over for tourists the same as has happened with other once popular spots they have their time and then finished...!!!
Here's the thing with Jamaica...you are closed inside a gate of your hotel, but your hotel has mostly everything you need. Jamaica has frequent burglaries, so that's why they won't let you out of the hotel. It is cheaper to go to Jamaica, but you also will need a passport. Hawaii is beautiful, but not "all-inclusive." Hawaii is a great place to visit. I went to both, and I SAY HAWAII!
