Chile is pretty thoroughly modern and educated. I haven't been, but I knew quite a few Chilenos. Since I haven't been there, I can't tell you how the infrastructure is set up or how prevalent English is.
Peru, however, is part of the regular tourist circuit. You don't want to spend any time in Lima (outside of Miraflores, or similar tourist-friendly section of town), but Cuzco, and Macchu Picchu are thoroughly reliant on tourists for revenue so they'll make sure you're taken care of.
I don't know about Chile and India, but for Peru, I think it is a good country for tourists, unless you go with lots of gold accessories and expensive stuff in middle of the night.
Recommended areas of Lima: Surco, Miraflores, San Isidro, Barranco, La Molina
Also, the food competes with Japanese, French and Italian cuisines. I personally like the food here a lot. There are great hotels too, and beautiful beaches near them. Medical care is good in certain hospitals, and most people in Lima speak a fairly good English.
People here really like Americans and people from any other country in general. Don't feel weird if someone keeps staring at you, that may be because there are not many American looking people in Peru.
Chile. It's a much more developed country. Sadly, underdeveloped nations are not as safe as developed ones.
Peru's pretty safe for single female travelers though. India? Ah... not quite as safe.

Which country would be considered (generally) safer/better for young female (English-speaking) American tourists: Chile, Peru or India? *(taking into consideration availability of modern amenities, legit medical care for emergencies, language barriers, general crime/safety issues and each country's individual view towards female American visitors)... any specific info or insight is appreciated.
