There are no rules, however in some rural areas there are cultural norms or customs that are followed. Guatemala is comprised of 22 different departments. These departments each have a recognized indigenous language that is spoken amongst locals. Most will speak Spanish and their indigenous dialect. It's more common to speak in a dialect amongst close family and friends rather than in Spanish, therefore the people you become closest to are people that are in your community. It's just culture, nothing more. Western culture has flooded parts of Guatemala. It's visible in the way people dress, how they act, the music they listen to and many other things. Lots of people date outside of their community. Although it's not common, it happens.
Sure, there's no rule against it. It depends on the person's choice nowadays. Although some family may not like it or prefer their family to marry someone with the same culture. I knew a Mayan family that disowned a daughter for marrying a non-Mayan.
