If you like history, you can start with Italy.
Start with Rome, move on to Venice and Florence.
Don't forget San Gimignano and Siena while you are in Florence.
They'll make you feel you are in a movie set of Medieval times.

Italy is a tourist friendly country.
May or September is usually the best.
Summer can be pretty hot.
There is no best place in the World..
It all depends on your taste.
Some like exotic places.
Then he should go to Far East if he can.
There are lots of historical places there too.
If one is interested in music, to sit in the cafes that Mozart did can thrill him.
For someone else, it's just a coffee shop.
If one is interested in books, to see the house of this writer or that can thrill him.
For someone else, it's just a waste of time.
It's just a matter of taste.
Other than that, what do you mean by history ?
Some like history but likes everything he sees intact.
Others love to adore archeological ruins.
Again, it all depends on what you are interested in.

people go to historical places for different reasons
there is a growing interest in travelling to the land of your ancestors and researching family history
are you a war history person travel to some famous historical war sites
or is architecture your thing and say for example the famous spanish architect Gaudi with the most amazing buildings in Spain
really that is an IMPOSSIBLE question to answer.... try to refine your options
You might be interested in visiting Egypt with lots of historical sites such as pyramids near Egyptian capital Cairo. Best time to visit Egypt is from October through April. Good luck!
Depends on what you are interested in your definition of nice weather
Europe's nice for historical stuff. Summer months are busy, but the weather's nicer. I personally like Ireland, but it's pretty cool and damp.
China, Thailand, or Japan are good too, but don't go in the summer or winter. They get very hot and humid.
I've always wanted to go to India, but I would think it would be hella hot in the summer.
