You can't bid on your own stuff- Ebay doesn't let you. I guess you could if you had a secondary username but it seems dumb to go to all that trouble.
A seller is not able to do that. A seller would have to get a friend to shill for him but if no one else bids, the friend is the winner and doesnt want the item but the seller is charged a seller fee anyway. So, no, it does not happen.
Sellers with high feedbacks (good) don't. Sellers with low feedbacks yea. It cost to sell on eBay
I'm sure there is collusion occuring on ebay everyday. I think ebay is pretty clueless about it, too.
