Negative SEO is judge negatively because negative methods include all bad techniques that are used to benefit ownself.
It is a technique used to manipulate search results and is never acceptable. Internet is a community used by common people and we should take care of it by not adding junk to it just like we do in real life.

Like someone else said, all SEO could be considered an attempt to manipulate the search engines, but I believe good, white-hat SEO is more about setting yourself up to rank well and then getting yourself seen so you can move up organically.
JayTSM is correct. Internet Search Engines like Yahoo & Google expect websites to be optimized in an ethical manner as they also need to list relevant search results on the inputting of a particular search keyword. After all, it's the question of a search engine's reputation.
ALL SEO is, in a way, Black Hat. You are trying to skew your site to persuade Google to favour your site over others.
