there are a number of touristic cities in Latin America. I know that cities like Rio de Janeiro, Buenos Aires, and Cartagena (Colombia) get a lot of tourists.
Punta Del Este Uruguay. They have a winter population of 9,000. between christmas and easter there are over 500,000 tourist. think about it 50 tourist for i full time resident. This the beach resort for Argentina and Brazil. Americans and Europeans arrive on cruise ships.
Mexico City
I would say Cancun because it was built in a remote area as a turist destination.
