If you are looking for clean, unadulterated Spanish, Argentina is not your place.
Wow both countries are wonderful. You are a lucky person to have the option. In terms of Spanish, the Spanish of Costa Rica is more standard, Argentinian accents are unusual and noticeable. If you like big cities then Buenos Aires is your spot, San Jose doesn't have a big city feel and doesn't have the music and theater scene that Buenos Aires has. If you are an outdoors person, and it is between Buenos Aires or Cordoba then Costa Rica is your option. The Andes are like the Rockies on steriods in Argentina but they are far from the major cities. If beaches are your thing then Costa Rica is your thing. Neither is particularly dangerous. Like I said it depends on you and what you like to do.
I'm looking into studying abroad for a semester next year and I know that I want to study spanish- I think I really want either Argentina or Costa Rica, but I'm not sure how they compare to each other- like which has better schooling, less crime rates, or anything along those lines- thanks so much!
