I would say England as it is in Europe along with all the other European countries. America is only in proximity to Canada and Mexico.
America
It depends of the meaning of international. If you are talking about people: USA and Argentina, which are countries where you can find family names from every corner around the world. If international by presence and economy: USA. If by international business: the Scandinavian countries, as far as their entire business are mostly related and depending of foreign trade. If by culture: well, it is Great Britain. Historically is related to the foundation of USA, Australia, Canada and many other countries. It had a huge influence in South Africa, New Zealand and Argentina (soccer teams, rugby and railroads), among many other cultures around the world.
