Mexico. I've visited there a lot, and will continue to do so.
Cuba will become a big favorite with many if they ever change the government there. In fact, they won't be able to handle the crowds.

Mexico followed by Costa Rica then Chile. I currently live in San Jose, Costa Rica. Great climate and wonderful people.
Belize, but I haven't been to many Latin American countries. Belize is very nice though. One of my brothers was talking about retiring there earlier today
