Panama City Beach, Florida? Most of the year it is clear. In the Summer, you can find some seaweed. You never know though... when you go the water might be clear and great. The water is very warm in the Summer months. Even if the water has seaweed in it, the weather is wonderful most of the time. Weather: Sunny with temps. in the upper 80s to mid 90s. Afternoon hit or miss thunderstorms are common in Florida. So if you get hit with a storm, it will be gone in about 10 to 15 minutes. You will have a wonderful time even if the water has some seaweed in it.
Go to Google images and type in "Panama City Beach, Florida." The water is really that clear most of the time.

you are in the Latin America section. If you mean Panama City in Panama, they water there is filthy and not suitable for swimming. You have to go outside the city for swimming.

If you are talking Panama canal - I suggest you drink beer instead of water and swim in the ocean.
