You've posted in the UK section so I'm guessing that's where you're from. If that's the case then you're really limited to EU countries as you can move to these quite freely. It's just about impossible for you to migrate anywhere else in the world, hot country or not.

NICARAGUA,
Try the town of San Juan del Sur located on the Pacific Coast about 45 minutes north of the border with Costa Rica. Nice little town, lots of young people from all over the world, beautiful coastline, and it is pretty cheap.
COLOMBIA
Cartagena or Santa Marta. Larger cities on the Caribbean Coast with tropical climate. The temperature is about 90 degrees Fahrenheit year round. Cartagena is a little pricey, but Santa Marta is cheaper.
BRAZIL
Pipa Beach, located on the Atlantic between the cities of Natal in the north and Recife in the south. Pipa Beach has a population of only 5,000, however, there are a lot of tourists, fun town and lots of very nice beaches within 5 minutes walking distance. The climate is tropical between 85 and 95 degrees Fahrenheit year round.

If you can cope with middleast culture so the climate is warm,sunny and dry.that is great.If not so mexico.
