Many Colombians in addition to studying at the universities of the country also frequently end their college careers in the United States at Harvard, Yale and other universities. Finally the Colombians return home to make lots of money with the oil business or other large industries.
Therefore you could study in the United States and then you can come to Colombia to make businesses that are increasingly more profitable with the economic growth of that country.
Most Colombian universities do not offer atheletic scholarships so that would not be an option. It will probably have to be a private university because you will not have taken the Colombian end of high school exam but with $30,000 you have lots of options.
