Are there any women living there? If the answer is yes, then you'll be okay. Costa Rica is not an uncivilized country, and the people there are just as hygienic as any of us.
If the answer is no, then you may want to stock up.
If you are in San Jose and the adjacent cities you can locate them but Costa Rican women use pads more than they use tampons so it can sometimes be tricky to locate specific brands.
This is especially true, if you are in smaller places like Monteverde, La Fortuna/Arenal, the Caribbean coast, Osa, Dominical etc. You will find a very limited selection (if any)) in these places.
I think it is wisest to bring a 1-2 month supply and that will give you time to locate a source wherever you are.
It is NOT an unreasonable question people. I have a friend that went to live abroad and WISHES she had asked this question. She went to a place in Europe where they mostly used pads and just used different tampons without applicators. It is a fine question.
