If you plan to have that sort of vacation in USA, then Alaska would be your best destination or somewhere in Northern Canada.
While if you want somewhere in Asia, Nepal or near Turkey would be a good place.

Sportfishing is a premier activity in Alaska, go for it and you will enjoy your fullest. Mt. Mc Kinley, the highest mountain of the US is worth a visit once you are in Alaska. Outdoor recreation in Fairbanks in Alaska includes boating, ice skating, skiing, hiking, rafting, fishing, hunting etc. Furthermore the south central region possesses the beautiful Katmai national park and the Kodiak Island and some of the amazingly beautiful beaches, glaciers, fjords and lakes. Alaska is the best place to visit; it possesses myriads of cool natural spots for tourists. You can enjoy the cold temperatures in Alaska from November till March. Though the daylight hours are shortened during this time but you can always enjoy the snowfall. Anchorage in Alaska can also be the best choice for the vacation; it offers myriads of fun activities coupled with the opportunity to behold the native heritage. However if you really want an all-snow vacation then Fairbanks would definitely prove to be the best choice. Alaska is the best place to visit as it contains some of the most amazing gems of the world.
You can't bet on most of the midwest/east coast of the US (or much of Canada, for that matter) on being snowy in November and December. It might be, but it might not be. . .
If you planning holiday In November and December and want to go for snowy vacation then better move to European Countries. My favorite snowy country is Swiss and New Zealand but yes if you want to go to USA, then better to go Alaska (USA Territory). And yes November December are also best to visit Middle/East Countries like Dubai.
