If you have a RSFSR or RF Birth certificate you're actually a Russian citizen (which is not the same as ethnic Russian) and getting a passport should be pretty easy. As for your ethnicity, then, well, there are about 120 ethnic groups residing in Russian Federation, and ethnic Rus/Russian is only 1 of them.
If you have American documents then you're obviously an American citizen. "American ethnicity" doesn't exist, as well as canadian, australian and some others.
So, you might be both (by nationality/citizenship).

You're a U.S. citizen of Russian descent. Your ethnicity is Russian. You are a Russian American. Most of us came from somewhere else.
You should have adoption papers that tell you about this. Or go to any federal judge (talk to the secretary) and ask how you can find out.
If you're actually Russian, then you have to be registered as an alien. If you're not registered as an alien, then you're probably a citizen.
Are you speak russian language follow russian traditions, culture, do you think as russian? Descent is important, but not determinant сriterion.
