Sometimes they just wanna see what an item will sell for. Or maybe they want the item and want to bookmark it, but don't want to buy that particular item at that time.
They're probably watching other similar items as well. At the end, they'll choose only one of the items they're watching to actually bid on.
They keep it to the end to bid see if they can get it cheaper
