http://www.w3schools.com/ and start learning the markup from there. You may want to customize the website and make it to your liking. Learning code is not hard at all it's like putting together a puzzle after a while you just learn how to do it.
Once you have learned how to make the website. You may want to host it.

For free blog of yours.. you can make one on blogger.com, wordpress.com, tumblr or other services
For your own paid website you can make one using wordpress.org paid hosting.
You can also make website on blogger... but it'll require some expert's help.
You can make a basic webpage yourself and then host it on a chosen web companies server. However I think its best if you get a professional to do it for you. Then they can sort out hosting, maintaince etc for you aswell.
Check out "Freewebstores" their platform is easy to use and do well in the search engines.
