No it's not copyrighted, however, depending on the product, Disney might try and prevent you from using it as it is such a well known phrase and so easily linked to Toy Story.
One could argue that when a person was to hear the phrase "infinity and beyond" then they would think of the phrase "to infinity and beyond" which would make them think of Buzz Lightyear, and in turn, Toy Story. Because of that, if your product was sufficiently similar, Disney might try and bring lawsuit on the grounds you are using the image of Buzz Lightyear (which is copyrighted) by association, in an attempt to sell your product.

Would using the phrase "Infinity and Beyond" be copyrighting. I know its not the same as the famous Buzz from Toystory but would using it be copyright.
