Once signed, both parties are obligated to carry out the terms of the lease unless BOTH parties agree to termination. Neither party can just negate the lease. So, if you signed the lease but haven't moved in, you are still liable for the rent until either the apartment gets re-rented or the lease expires.

No. the lease is legally binding the minute you sign it. It is not required to move in or pay anything for a lease to be legally binding.

If so then no. It is a legally bound contract.
