You can buy condoms on Europe, pet. But yes, be considerate if you are getting jiggy in a hostel, and unless you want to be separate from your favourite parts of your body, don't go after local girls. Their Dads and brothers might object.
As others have said, hostels can pack 10+ people into a room, so the only way you'll be having sex in a hostel is if you involve everyone! The more the merrier! (And also a good way to share whatever diseases everyone else have brought to the party.)

You might find some female backpackers who might be interested in you, but the local girls will not pay any attention to a tourist passing through - unless the girls are prostitutes.
But do not have sex in the hostel! You will be sleeping in dormitories, possibly mixed, and no one wants to be kept awake by someone's "one night stand"
