We want somewhere we can drink but still has culture

and not too expensive
we'd spend up to 550 each for flight and accommodation
i dont know if i'm being unrealistic? i would be grateful for any help

canary islands, fuerteventura or corraljo etc, cheap them still hottish but just abit windy, ive been to yje canary islands so many times to all the places, go on thomson, club magic life were going to all inclusive including plane flights!
It's so exciting to be planning a holiday however there is no way you would find anywhere for 550, so if this is a requirement you are probably gonna have to be more realistic with what you are prepared to pay. As well as accomodation and flights, there is then the cost of food and activities. Depending on where you go, the flights alone would probably cost this if not more. And accomodation is generally between 100 and 300 in australian dollars (im australian) a night at a minimum. You could stay in a youth hostel, which lots of young people and backpackers do, rooms are around 15-70 a night depending on what you want. The more expensive ones you can get your own room, the cheapest ones are dormitory rooms. However this is not for everyone
Personally i have been to Thailand, I know you said you probably can't afford it, but aside from airfares it's fairly cheap in terms of activities and food and accomodation. I absolutely loved it, it's so relaxed and there is culture, the weather is beautiful, especially in February which is when I went. And you can drink as far as I'm aware. There is also a number of other countries around that region, but I'm gathering you live in Europe so it's not very close, hence flights would be costly. You could visit vietnam, which besides the flights is a very cultural warm and cheap country. Then there is Bali, which I personally have no real desire to visit but I've heard it's lovely for the weather and culture as well as cheapish.
Australia is also nice in February, very hot reaching up to 40 degrees Celsius some days or even higher, but mostly it averages around 30 most days Depending on which part you stay in. Australia however would be expensive for accomodation and food and activities as well, but it is beautiful. The beaches are great and the drinking age is 18.
Being as Europe is winter then I'm guessing you want to escape that. There is the area around the Caribbean islands. And then there's the islands in the pacific like vanuatu ect which I have heard are beautiful, the beaches are amazing and relaxing. New Zealand is also a country you would be allowed to drink however due to its distance would probably be pretty expensive for you.
I'd really encourage you to increase the budget and if you can't afford it maybe have a holiday closer to home, or put it off for another time.
$550 US for air and accommodations? lol Good luck with that. If you find a tropical location for that price with air included you will be staying in a rat and critter infested hell hole. 2 star hotels in 3rd world countries ie:Mexico or The Dominican Republic are not likely someplace you'd want to visit let alone sleep in. Air only to Thailand will cost you more than the money you have, you're not even close to having enough to travel there. Even $1000 US you won't be in a very nice resort and at 18 I doubt you could find one that would accept your reservations anyway. I guess because of your naivety on travel costs you don't have a passport yet either so if you expect to leave to a country that lets you drink at 18 that should be your first priority. If your in California and you expect to be able to go somewhere for you 18th birthday that allows you to drink, I would suggest tripling what money you have before you even consider a vacation south.
Morocco would fit the bill at that time of year. It has the climate you are asking for, plenty of culture, beautiful and imperial cities, and it is pretty liberal, so you can drink there (but in certain approved places and not others). New destinations are also opening up to tourism over there.
