I think Malta is a nice place to retire to, as it is a beautiful island with stunning views and gorgeous beaches.
Mexico is a very good place. There's a place called "Los Cabos" in Baja California Sur that is really safe, has very nice people, isn't expensive, has beautiful beaches, and isn't too far from the USA (I'm guessing that's where you live). Most people speak English and it has beautiful views. It has a great weather (specially in autumn and winter) as well.
Mexico might not seem safe but in that part there is no crime or anything.
