I think you should consider your own interests rather than our opinions lol.
For example, I'd choose Spain because it has a weather I'm more used to, I'm more into its architecture, food, and culture; whereas I've heard Costa Rica is beautiful but I hate most Central American food (I'm a picky eater and trust me--unfortunately, I've been exposed to their food enough to know for sure I don't like it), I don't like weather that's too humid, and I can't stand the bugs. Of course I'd still go to CR but if I had to choose between the two, I'd go with Spain.
Now, look at the flyers from your college so you can see what kinds of activities you can expect to be doing, read up a little bit on the countries and see what's the best match. I wouldn't solely decide on the type of Spanish that's spoken or which country people on here tell you is prettier... I'm sure you can have a blast in any of the two.
Un momento ! Costa Rica does NOT have good Spanish. The Spanish taught there is the Central American, bastardized Spanish !!! They teach that the 2nd person plural doesn't exist, which of course is incorrect. I know, I studied Spanish there for two years, 4 weeks each year. Hey you are a university guy, you want to learn the true Spanish, right ? The Castillian Spanish is the only Spanish to bother learning. Go to Spain,...you'll be much better off.
I think it depends on what you like to do in your spare time, Spain has the edge on museums, music, art and high culture but is a little more expensive. Costa Rica has rafting, zip lines, hiking and beaches. Spain has nice beaches but in our summers. Both have good Spanish. I have been to both. Since I don't know much about where your program is I am comparing Madrid and San Jose in addition to the countries.

Si vas a ESTUDIAR Y APRENDER, Espa?a es el destino: País europeo, con una cultura que viene desde el imperio romano, ruinas, tecnología, ciencia, puedes aprender de todo. En Costa Rica, lo único que aprenderás, será "A pasarla bien".
I haven't been to either one. But I recommend Spain because there is sexy men!!!! Plus I love more of the art they may have there. More history and also the "torero" men. :D
Next year the college I'm going to has a program where you can go to either Costa Rica or Spain for a semester and get six credits toward your foreign language requirements. My finacial aid should cover most of it and I was thinking of going but I can't decide which country I want to go to. Have you guys been to these places? Maybe you can share your experiences and stuff with me and maybe that'll help me decide. Thanks!
