The Netherlands is a good destination if you've never been overseas before. English is widely spoken. It's extremely tourist friendly. Things are familiar enough to be comfortable and different enough to be interesting. There are a huge number of things to see and do and it's very easy to get around on public transportation. With 3 - 4 weeks, you could also see Belgium, France or other places in Europe that you're interested in.
Come checkout the United States. U could do an east coast trip and visit New York, Boston, philadelphia, and Washington DC. Or u could do a California trip and visit San Francisco, Los Angeles, and San Diego. Canada is nice as well. U could visit toronto, ottawa, montreal, and Quebec City all in one trip. Personally, if I could go anywhere right now, it would be to Norway to see the fjords. Scandinavia as a whole seems very interesting to me. It looks gorgeous, and all the countries there have great economies, happy/peaceful people, and wonderful cities.
