If you are looking to celebrate abroad and on the beach, these are some cool places.
Cancun, Mexico: More of a populated place, however, lots of locally owned shops. Big on tourism. Beautiful beaches.
Bermuda: Lots of tourists. Lots of local interaction. The whole island is pretty much waterfront.
Nice, France: More on the populated side. Good interaction with the locals. World renowned for it's beaches.
I hope you consider these places. They would all make a good trip.

For you, I'd suggest two 'environments'. Either historical or cultural.
If you want a historic and cultural experience, where you can absorb the local way of life, try Europe. Strolling through the streets of Italy, Spain, France, Japan, or Turkey will engulf you in culture wherever you look. There's lots to see, and what appears as commonplace to locals will be foreign to you.
The second option is cultural. This includes many developing countries like Mexico, Costa Rica, Peru, Thailand, and India are popular tourist destinations to get away to another world and embrace a new way of life. Everything looks exotic and takes exploring.
Well, considering your budget at that age... I can't suggest fancy trips, but you can take a three day cruise through the Bahamas.
Its a wonderful area and the islands of Grand Turk, and Nassau are amazing. You can learn a lot about their culture, and take tours, see amazing sites, buy lots of things, etc. Not to mention, there are also many things to do on the ship. Beaches, AND pools will be available as well. :)
Another idea would be going to stay in Miami, Florida. Its a pretty amazing city. Half of it is pretty urban, with many malls, and the other half is pretty rural and down to earth. Great hotels, awesome markets with plenty of bargains, etc.

i will recommend or prefer a resort in Maldives, not populated as each n every resort in Maldives is in a individual island, U can enjoy white sandy beaches, Amazingly beautiful coral around the island, U can do diving Snorkeling, Fishing... etc. We are waiting to welcome to all to Sunny Side of Life
