Yes. I have never stayed in a hotel in CR without towels. However, the quality of the towels is usually piss poor. Don't expect big, thick, fluffy towels to wrap yourself in. Most have smaller (than typical US bath), thin, worn-out towels that have very little absorption capability left.

Also, they usually wash the towels in cold water in most places. I hate that; kind of grosses me out.

most of them offer towels and soap,of course,i′ve been in several hotels here and they always have towels,but bring your own just in case.
