SEO strategy maker has to change link building quantity and strategy according to Google behavior against website. flat and fixed packages always lead the site towards penalty.

They are just saying this so that you don't doubt their integrity. They may have some black hat tricks that helps them to build such links in 1 or 2 days. Do everthing naturally, don't do any paid link building.
