Its hard for me to see something link link building as data processing or web design. You can build links without even having access to the website code.
And changing the title tags to a different keyword does not look like graphic or web design to be either.
Do you mean sales tax?? I don't think you collect sales tax when you provide a service, only for merchandise.
I think its not taxable.
