It all deponents on what the HOA rules state. If a guest policy of 14 day limit is written into your condo rules then YES they can require that she leave.
Of course the rules apply. If the rule is no guests over 14 days, then that's the rule and they have to go. IN fact, 4 people in a 1 bedroom condo would violate health codes in virtually ANY locality. You could have the children taken.
READ your bylaws. CLEARLY you didn't understand how condos work when you bought the place. They have bylaws that you are obligated to follow or you face fines. You were given those bylaws when you bought.
You were given a copy of the CC&R as well as the by-laws of the condo association. these rules are listed in these documents as to the length of time a guest is allowed to stay in your condo.
These documents would also list the number of individuals that are allowed to occupy the condo.
One of the negatives of the purchase of a condo, townhouse or an area that has Mello Roos associations You are obligated to read and understand the rules of the association and obey these rules and by-laws.
Failure on your part to obey these written rules would be reason to penalize or even in some instances initiate foreclosure against you, by the condo association..

The condo rules apply to you, just like they apply to everyone else.
You may own the condo, but you still need to follow both the land owners rules and the HOA rules.
More importantly you need to know housing like this also violates health laws in the United States. You can lose custody of your child. If CPS finds you are housing your child in these conditions they are required by law to remove that child into protective custody. You will be charged with neglect.
Two documents apply which you received at close of escrow [sale]. One is the CC&R's, the covenants, codes and restrictions. Read them as to the circumstances you describe. You may have received a CD/ROM rather than a stack of papers. Some condos have them on their website. Then there are the Rules and Regulations and they also may have statements that address your situation. It is entirely possible there are occupancy limits and guest time limits designed to prevent owners from turning the project into low income housing
Condo HOA are in effect mini governments. They have the power to tax [Monthly HOA dues] to penalize you [fines for leaving trash cans out, for not picking up after your dog, number of dogs in each unit etc] to police [hire security guard or staff a controlled entrance] and ultimately to foreclose [take] on your property if you fail to pay your dues and fines just like your county can if you fail to pay property taxes.
You may own the condo, but you still have to abide by the bylaws of the condo association as well as municipality guidelines on the number of people in a unit.
4 people in a 1 BR violates standard HUD guidelines of 2 people per bedroom plus 1 infant.
As the poster has said, read the condo rules and regulations. The HOA has the authority to fine you for a violation and that becomes a lien. If the lien continues for too long they can foreclose on the lien. Loose your attitude and become cooperative.
Check the lease or other agreement you signed when you bought the condo. It's highly likely there are rules re maximum occupants, pets etc. Your cousin may well have to leave.

I have a cousin that is living with me for a couple of months, before she relocates to another state. She has a toddler and I have a 1 year old baby.
We are 4 in a 1 bedroom apt . In a condo in Aventura, Florida .
I OWN the apartment and is fully paid.
Now the management of the condo is saying that 4 people cannot live in my apt.
And that the rule of 14 days for visitors apply and they want to kick out my cousin.
Is that true?
