WordPress has literally thousands of themes and plugins. It is very unlikely that a plugin that will suite you needs does not already exist. There are tons of videos online to help you do it yourself and you can do it very cheaply.

Im making a website and i want people to be able to sign up and make an account. i also want people to be able to comment and post things. would i have to write my whole website in script or can i use a website like godaddy and still get all those features?
